SEWAGE-FREE ENVIRONMENT - Fight for secondary sewage treatment ASAP. We deserve clean beaches and ocean water without further delays.
The federal government should be held to the same standards as local municipalities and private business. Although our beaches have remained open this summer, it is unacceptable that partially treated sewage from Mexico continues to be discharged only 3 ½ miles off our shores, in U.S. waters, through the South Bay Ocean Outfall. This discharge, 25 million gallons per day, is in constant violation of the Clean Water Act. We deserve clean water without further delays. Secondary treatment options in Mexico that require renegotiation of treaties and lengthy bi-national approval processes offer little more than a "promise" and spell delays of 4 to 7 years or more. We must continue to demand that secondary treatment facilities be built immediately to address the current discharges and support development of a comprehensive plan with Mexico to address future flows and repair of aging infrastructure. State and federal monies must be appropriated to divert any additional flows through the emergency connector to the Point Loma Treatment Facility whenever necessary, until secondary treatment facilities are built. Our local government must be part of that process and as the primary victim, our voice must be heard and given weight in all decision making. Above all, these decisions must be based on facts, not politics. I will continue to fight for the highest level of treatment as soon as possible.
