REDUCING TRAFFIC CONGESTION · Led the fight for funding for expanding Highway 78 to six lanes. Widen Twin Oaks Bridge and San Marcos Blvd. freeway ramps.

· Led the effort to win funding to improve our streets and flood control systems by bringing in new businesses such as the Costco (Price Club) Center to pay for one of the most industrious capital improvement programs (Nordahl Bridge widening) ever undertaken by a small city.

· Providing leadership to bring a better, safer elevated mass transit program to North County to reduce traffic impacts and increase rider-ship.

· Lee will obtain funding to build Las Posas freeway ramps to take pressure off San Marcos Blvd. and Rancho Santa Fe Rd. and reduce overall congestion.

FIGHTING CRIME AND PROVIDING PUBLIC SAFETY · Serves as a volunteer reserve Deputy Sheriff (25 years).

· Provided new technologies such as laptop computers & cell phones to our patrol units to reduce paperwork and ensure better response times to problems and emergencies.

· Formed an anti-gang task force, providing role models and positive programs for our at-risk- youth.

· Pioneered the first Neighborhood Policing Program (COPPs) in California, giving your neighborhood deputy a cell phone and you your deputy's phone number.

· Expanded the undercover drug task force.

· Opened the San Marcos Sheriffs Sub-Station to provide higher level of service to residents.

· Instigated North County Border Patrol Station in San Marcos to reduce undocumented alien problems.

· Backed merger of the Fire Protection District with city and supported construction of three new fire stations to ensure quality emergency services and better responses times.

GROWING A BETTER ECONOMIC FUTURE · Brought the University (CSUSM) to our city to provide a centerpiece for creating a better economic cultural, and educational base for our city.

· Spearheaded the planning of the "Heart of the City Plan" which provided a map of how best to guide our cities future bringing higher quality, lower density development.

· Helped to recruit major medical facilities that will work with our university and community college in providing higher quality jobs (more than 37,000), better medical care and new research capabilities.

SERVING THE COMMUNITY NEEDS · Expanded the City's Parks and Trails Program and instituted the Environmental Task Force to assure preservation of open space.

· Instituted or authored many growth control measures and neighborhood involvement efforts that ensured higher quality development at less impact to existing neighborhoods.

· Implemented and fought to protect senior citizens from rent gouging with the Mobilehome Rent Review Ordinance then assisted many tenants in the purchase of their parks. · Instituted many family programs, such as Wellness Center, Family Care Commission, etc.

CUTTING THE COST OF GOVERNMENT · Fought to bring more business-minded practices into city government.

· Utilized Joint Powers Agreements with other agencies, where possible, to reduce overhead cost and increase efficiencies. Shared maintenance facilities between School District and City, shared police facility between the County and City are just two of many examples.

· Fought against un-funded mandates forced on the city by county, state and federal officials.

· Used RDA funds to maximize benefits to community and reduce tax burdens. The new City Center is an excellent example how government can enhance the value and opportunities of surrounding neighborhoods at no cost to the taxpayer. The City Center currently generates almost a million dollars a year over the cost of operations.

WHAT LEE THIBADEAU WILL DO WHEN ELECTED TO THE CITY COUNCIL? · Most important, provide LEADERSHIP that represents all the PEOPLE, not the bureaucrats!

· Provide immediate electricity and natural gas cost savings with long term security to all our ratepayers, which include but are not limited to; business, residential, schools, churches and industrial.

· Relieve traffic congestion on San Marcos Blvd. and Rancho Santa Fe Road by securing the $15 million dollar short fall to build Las Posas freeway ramps. Build Twin Oaks over the mountain to Carlsbad.

· Back to the Basics, all growth must pay its own way. Quality, not quantity!

· Put a stop to the current effort to "provide more taxes for the bureaucrats out of the pockets of the PEOPLE", by "over taxing" our Churches, Senior Center and other community charities. "Give the power back to the PEOPLE".

IT'S TIME TO GET BACK TO THE BUSINESS OF MAKING THIS CITY WORK FOR US!
