Ethics Commission Proposal

By Dick Murphy

Candidate for Mayor; City of San Diego

This information is provided by the candidate
Proposal contains giving the commission subpoena power, a paid investigator, and the ability to levy fines and penalties for violations.
The Murphy proposal is a modified version of the one rejected by the City Council in 1993 and 1994. That proposal was recommended by the Ethics Advisory Board which was abolished by the Council in 1994. Murphy's opponent in the Mayor's race, Ron Roberts, opposed the recommendations and voted to abolish the advisory board.

"The major difference between my proposal and the 1994 proposal is the appointing authority. In the 1994 proposal the majority of the members were appointed by the Mayor. Under my proposal the majority of the members would be appointed by the Civil Service Commission.
