Financial Stability of the District

By Max Halfon

Candidate for Board Member; Tri-City Healthcare District

This information is provided by the candidate
I will continue working diligently to provide financially secure, full-service, quality health care for District patients, implementing our Strategic Plan.
We are implementing efficiency programs, saving on supplies by pool buying with other hospitals, renegotiating contracts with HMO's and insurers; opening new better paying medical service lines like our open M.R.I,. P.E.T. Scanner and our off-site Occupational Health Facility as well as medical service lines like our arrangement with Children's Hospital for Pediatric Specialist Services at the Hospital. Our Board has had a very productive meeting with the Board of Directors of PALOMAR-POMERADO HEALTHCARE SYSTEMS and we plan to meet again very soon.

Our Chief Executive Officer meets with their CEO at least once each month. They are exploring ways that we can cooperate with each other to save money in purchasing supplies and information technology, establishing and expanding Medical Service lines beneficial to populations served by both DISTRICTS and other cooperative ventures beneficial to our DISTRICTS.

Our Legislative Committee is working to arrange a joint meeting with their Legislative Committee so that we can use our combined efforts in dealing with County, State and Federal polititians to achieve some financial relief from County, State and Federal requirements to serve uninsured and underinsured patients without being fully compensated.

Recent legal actions, ballot measures and economic conditions have provided Federal, State and County treasuries with substantial surplus funds which should be earmarked for medical and health care for children and adults who are unable to pay for healthcare. The burden for providing their medical care is placed on Hospitals like Tri-City Medical Center which writes off $14,000,000 each year for their care.
