ED GALLO FOR CITY COUNCIL

PLATFORM - MAKE `ESCONDIDO FIRST' FOR THE RESIDENTS, BUSINESSES

AND EMPLOYEES.

1. IMAGE: A. Maintain a pro-active stance and presence on criminal activities in Escondido, including gangs and taggers, which will help make Escondido a safe place to live and work. B. Develop a pro-active policy to pursue business' relocation to Escondido. C. Immediately begin to fast forward industrial land studies focusing on modern age industry uses. D. Aggressively promote the new citywide marketing program.

2. APPEARANCE: A. Maintain an assertive and educational policy in code enforcement. B. Wherever and whenever possible fast-forward the timetable for capital improvements such as the completion of El Norte Parkway and working with the county to complete Bear Valley Parkway. C. Utilize sound land use policies and design guidelines in planning and managing future growth with special focus on our commercial core areas. D. Educate the business community on the benefits of the Facade Improvement and Business Enhancement Zone programs.

3. BUDGET PRIORITIES: A. Continue this current council's decision on the allocation of CDBG funds. The successful Los Arboles Neighborhood improvement project is an excellent example of good government. B. Whenever possible, create programs like the BEZ to enhance the image and appearance of Escondido which will serve to promote the overall well being of the resident and business communities. C. Continue conservative fiscal policies. D. We as a city must give our Police, Fire and City Departments the tools and training needed to do the jobs we ask of them. This is a necessity not a luxury.

This current Council, beginning in 1996, made some bold and necessary decisions regarding the future of Escondido. I want to continue and embellish those efforts. A strong business base is the backbone of any community. This fuels the economic engine that drives the future growth steered by good planning and management. Working and building upon all of the above will serve to ensure high quality of life standards which will help to promote the volunteerism we so enjoy and indeed make `ESCONDIDO FIRST!
