Candidate for
City Council; City of Oceanside

• I oppose taxes. If projects or services cannot be paid for by existing tax revenues, donations, grants, etc., they will be not be built nor offered. Government must live within the limits set by taxpayers.

• I believe as did Thomas Jefferson that citizens are sovereign, and that governments derive "...their just powers from the consent of the governed...." Further, "...it is the right of the people to alter or abolish it and to institute new government, laying its foundation on such principles, and organizing its powers in such form, as to them shall seem most likely to effect their safety and happiness." In practical terms, this means that citizens should have a veto power over any and all actions taken by the Oceanside City Council. Internet voting can make this a practical reality. It also means that if the residents of Ocean Hills continue to be dissatisfied with being a part of Oceanside, I will support their efforts to find a more satisfactory solution.

• I see nothing wrong with the City of Oceanside contracting with the Sheriff's Department for police services in Ocean Hills. I have an open mind on this issue.

• I oppose bond issues. However, I support HR1452 which authorizes interest-free loans to tax-supported bodies for building and repairing capital projects.

• I believe that the public's business must be conducted in public. Otherwise popluar sovereignty is meaningless.
