Should 60% of the revenues received from the tobacco litigation Master Settlement Agreement be used to fund health care services, tobacco use prevention, and public safety programs and services, with the other 40% used to reduce the County's bankruptcy-related debt?

Meaning of Voting Yes/No
A YES vote of this measure means:
Will create the Orange County Tobacco Settlement Fund in the County Treasury, and the Treasurer's plan for spending the Tobacco Settlement Funds on debt defeasance, health care, and the Sheriff's department programs will be enacted.

A NO vote of this measure means:
Will prevent the above from happening.
