The 11-member Castaic Lake Water Agency board has spared no expense in its self-indulgent excesses and displayed utterly no shame for its lack of judgment over the years.

Earlier this year, the Daily News detailed how the agency had treated high-priced consultants to lavish dinners and showered expensive gifts on workers and the agency's director.

Now the public has a chance to register its approval or disapproval with the way the public agency has been run. Three incumbents are squaring off Nov. 7 against seven challengers in the race for three seats on the board that oversees the Santa Clarita Valley's sole importer of water....

The Daily News endorses Hof, a project engineer with Litton who is running in tandem with Schultz. He believes the board is not serving the public interest, conducts too much business behind closed doors and has no accountability and no regard for ratepayers.

Like Schultz, Hof said he is not anti-growth but he is for smart growth.

The bottom line is this: We think it's time for a big change on the board and recommend challengers...
