Shall Resolution No. CC-2000-034 be adopted, entitled “A Resolution of the City Council of the City of Palmdale, California approving General Plan Amendment 99-2(A) and 99-2(B) revising the General Plan Land Use Map as described herein?”

Measure T is presented to the voters of the City of Palmdale in accordance with provisions of the California Elections Code that relate to municipal referendum elections.

On March 8, 2000, the Palmdale City Council adopted Resolution No. CC– 2000– 034, which approved an amendment containing two overall changes to the City's General Plan and adopted mitigated negative declarations relating to each of the two locations, in accordance with the California Environmental Quality Act. That resolution has been suspended due to the filing of a referendum petition that required the City Council to either repeal the resolution or submit it to the voters. The City Council decided to place the resolution on the ballot.

If approved by a majority of the voters, Measure T would adopt City Council Resolution No. CC– 2000– 034. That resolution would do the following:

  • Authorize General Plan Amendment 99– 2( A). This amendment would amend the General Plan Land Use designation on 12.92 acres of property. That property is situated to the east of property that is currently designated as "Community Commercial" and is located at the southeast corner of Avenue S and 47th Street East. The existing land use designation of the 12.92 acre parcel, which is "Single Family Residential," would be changed to "Community Commercial." The effect of this change in land use designation would be to allow the development of a large commercial retail center serving the adjacent community in east Palmdale at a location that is currently served by major arterial roadways and existing infrastructure.
  • Authorize General Plan Amendment 99– 2( B). This amendment would amend the General Plan Land Use designation on 83.05 acres of property. That property is situated on the south side of Avenue O, east of 7th Street West. The existing land use designation of those 83.05 acres, which is "Business Park," would be changed to "Industrial." The effect of this change in land use designation would be to provide additional property for the development of industrial uses in an area where infrastructure capable of supporting those uses is currently under construction.
  • Adopt mitigated negative declarations proposed for General Plan Amendment 99– 2( A) and General Plan Amendment 99– 2( B), as required by the California Environmental Quality Act. The effect of such adoption would be to make the determination that there is no substantial evidence that this General Plan amendment will have a significant effect on the environment at these two locations after the implementation of specified mitigation measures and mitigation monitoring programs.

A "Yes" vote would be for the adoption of the resolution referenced in Measure T. A "No" vote would be against the adoption of that resolution. The proposed resolution will not become effective unless a majority of the voters voting on Measure T vote "Yes."
