Shall the Charter of the City of Pasadena be amended to permit retired members of the Fire and Police Retirement System to work for the City as a volunteer on City boards, commissions and committees, as an elective officer, and on a temporary basis for up to 960 hours per calendar year, performing duties in which they have specialized skills?
