Shall the Board of Supervisors be increased from five to nine members as detailed in the ordinance adopting the proposed charter amendment.

Impartial Analysis from the County Counsel
The Charter of the County of Los Angeles currently divides the County into five equally populated supervisorial districts and provides for the election of one Supervisor from each district.

Approval of this measure would divide the County into nine equally populated supervisorial districts and would provide for the election of one Supervisor from each newly constituted district. Subject to preclearance by the Department of Justice under Section 3( c) of the federal Voting Rights Act, 42 U. S. C. 1973a( c), the measure would become fully operative December 2, 2002, when all nine Supervisors would be in office.

At the general election held in November 2002, and every four years thereafter, Supervisors would be elected in the First, Third, and in the new Sixth, Seventh, Eighth and Ninth supervisorial districts, whose terms of office would begin at noon on the first Tuesday in December, 2002. Supervisors in the Second, Fourth and Fifth supervisorial districts would next be elected at the general election held in November 2004, and every four years thereafter, whose terms of office would begin at noon on the first Tuesday in December, 2004.

This measure would reduce the length of time during which a prospective candidate must reside within his or her district from one year to thirty days before filing for office. Additionally, this measure would provide that the budget adopted by the Board of Supervisors in Fiscal Year 2003– 2004 for its staffing and operations, including the staffing and operations of the Executive Office of the Board and any other agency which provides ancillary support services for the operation of the Board, would become a benchmark. In each subsequent fiscal year, the amount budgeted for such staffing and operations would not exceed nor be less than that benchmark, subject to an increase limited to the cost of living.

This measure requires a majority vote for passage.
