John Miché, Candidate for BART Board, District 7, announces Top Ten fixes for BART.

1. Make a sincere commitment to quality in accordance with W. Edwards Deming's

principles of continious quality improvement.

2. Stop reliance on subsidies, make a commitment to sound economic operations.

3. Use coherent decision analysis to target cost effective earthquake prepartion.

4. Advocate rational Federal and State Transportation Policies to stop hidden

subsidies for private automobiles.

5. Form nonprofit consortiam with related transit agencies to standardize equipment

and achieve cost effective economies of scale.

6. Expand operations though cooperative ventures using established rights of way.

7. Install plateform gating in selected stations to facilitate express operations by

allowing safe run through operations.

8. Eliminate conflict between power and train control by evolving system toward

distributed computer network archetecture.

9. Convert non-standard Track Gauge and Power (DC) to Standard Gauge and

Power (AC) to reduce maintainance cost.

10. Electrify Amtrack / Caltrans right of ways to facilitate intermodal rail.

1 through 6 have no cost requirements outside of the current administration of the system. 7 though 10 have additional costs to implement. 8 and 9 address design defects that must be corrected if the system is ever to operate cost effectively in accordance with its specifications.
