To reconstruct, renovate, repair and improve the warm water pool facilities at Berkeley High School (including restrooms and locker space), in order to prepare the facilities for greater community use by seniors, disabled adults and disabled children, some of whom use the pool for physical therapy, shall the City of Berkeley issue general obligation bonds in an amount not to exceed $3,250,000, at an interest rate not to exceed the legal limit?
