JAMES A. BROGAN Judge James A. Brogan of the Second District Court of Appeals in Dayton filed his candidacy petitions to challenge Judge Tim Black in the Democratic primary election on March 7th for the right to oppose Justice Deborah Cook in the general election in November.

Judge Brogan is married to Sheila Ann Brogan and they have three children, Aaron, age 22, Kara, age 16, and Kelly, age 14. Judge Brogan graduated from the University of Notre Dame in 1961 and Georgetown University Law Center in 1964. After serving two years in the United States Army, including a tour in Vietnam, Judge Brogan returned to Dayton to practice with a small law firm, Nolan, Wolff, and Sprowl, and to serve as an assistant prosecuting attorney in Montgomery County.

As Montgomery County's First Assistant Prosecuting Attorney, Judge Brogan prosecuted major felony cases from 1969 to 1980. In 1980, he was elected by the Ohio Prosecuting Attorneys Association as Ohio's Outstanding Assistant Prosecuting Attorney. In that same year Judge Brogan was honored by his selection as a Fellow to the prestigious American College of Trial Lawyers. He is also a Fellow in the American and Ohio Bar Foundations.

In 1980 Judge Brogan was elected to the Ohio Second District Court of Appeals. Judge Brogan has been assigned on numerous occasions to serve as an associate justice on the Ohio Supreme Court and has authored several opinions for that court. He is also one of the most published appellate judges in the State of Ohio and has co-authored Ohio Appellate Practice and Procedure with Judge William H. Wolff, Jr. In 1996, Judge Brogan was elected by the Ohio Courts of Appeals Association as Chief Justice of that Association.

Judge Brogan has taught in the Law Enforcement Program at Sinclair Community College for 31 years and is an instructor for the Ohio Police Officers' Training Academy. He also has taught media law for several years at the University of Dayton. Judge Brogan is the immediate Past Chairman of the Ohio Judicial College which educates judges, magistrates, and court personnel.

Judge Brogan retired as a Colonel in the United States Army Reserve where he served as a Judge on the United States Army Court of Military Review.

Judge Brogan served for 12 years on the Ohio Supreme Court Board of Grievances and Discipline.

Walter A. Porter, former President of the Ohio State Bar Association and a partner of Thompson, Hine & Flory will serve as Judge Brogan's campaign chairman. Judge Brogan looks forward to the primary election in March and the support of Ohio's citizens.
