Levy an additional property tax to pay CURRENT OPERATING EXPENSES at a rate not exceeding four and nine hundredths mills for each one dollar of valuation, which amounts to forty-nine cents ($0.49) for each one hundred dollars of the valuation, for a continuing period of time, commencing in 2000, first due in calendar year 2001.
