Balanced growth
Develop more business-friendly programs to create additional jobs and enlarge the tax base. Focus on programs and tax incentives specifically targeted at changing business demographics in Southern California, such as the huge surge of small- to medium-sized businesses.
Focus on early childhood education, with emphasis on building self-respect and early literacy. Establish "safe schools" for K-12, with a focus on solving root causes of violence, rather than merely providing remedial actions (prevention vs. detention). Support the comprehensive educational efforts of the community schools concept and the charter school movement. Expand sports venues for league and nonprofit programs through public/private partnerships.
Fine-tune welfare-to-work to ensure that the transportation and child care infrastructure is in place to handle the influx of former welfare recipients.
