Tony Fellow was elected to the El Monte City Council in a special election in 1996 to fill the term of the late Councilwoman Maria Avila. He won re-election in 1999, receiving more votes than any council member in recent history.

He was elected to the Upper San Gabriel Valley Municipal Water District, the largest Valley water district serving one million residents, in 1990 and was overwhelmingly re-elected in 1994 and 1998.

In addition, he serves as a director on the Metropolitan Water District of Southern California, the world's largest water entity, and is an alternate on the San Gabriel Basin Water Quality Authority. Supervisor Gloria Molina appointed Fellow to the Los Angeles Water Appeals Board following her election

Fellow is Professor of Mass Communications and Political Science at California State University, Fullerton, where he is a tenured professor in the third largest department in the United States. He serves as director of the school's journalism and broadcast journalism program.

He has written two books, The Copy Editors' Handbook for Newspapers and American Media History, and numerous journal articles on health communications. He also has presented his health research at international conferences. He is currently writing a book about Colombia, South America.

Before becoming a university professor, Fellow was a reporter and editor with the San Gabriel Valley Tribune for almost 10 years.

Fellow received his M.A. and Ph.D. degrees from the Annenberg School for Communications, University of Southern California, where he was a Walter H. Annenberg Fellow. He holds an M.A. in Communications from California State University, Fullerton, and a B.A. in Journalism and History from California State University, Los Angeles. He also has completed graduate work in Soviet and Latin American politics at Cal State Los Angeles and holds a life-time California Standard Secondary Teaching Credential. He has completed post-doctoral work at UCLA and the University of Guadalajara.

He and his wife, Clara Potes-Fellow, a former press secretary for Bill Clinton and currently in corporate public relations for Edison International, reside in El Monte. His parents, Mary Jo and Raymond Fellow, continue to reside in El Monte.
