Court Priorities

By John M. "Jack" Starr

Candidate for Judge of the Superior Court; County of Contra Costa; Office 13

Criminal and Civil Litigation
Persuant to statute, criminal matters take precedence over civil litigation in the courtroom. As your judge, I will work to assure that criminal matters are handled in a swift and cost effective manner.

As a private law practitioner for 25 years, I have tried over 50 jury trials and have handled hundreds of civil cases to conclusion. My experience has taught me that too often, civil cases are delayed by circumstances that in my opinion could be avoided if the judge were to exercise firm control over the manner in which the litigation was conducted. Unwarranted delay in the litigation process causes increased costs to the litigants and to the courts while at the same time denying justice to the parties. As your superior court judge, I will require that cases be ready to prodeed on the dates set, that the parties recieve their day in court, and that unnecessary costs and expenditures be controlled.
