Shall an ordinance be adopted to elect members of the City Council of the City of Oakley at-large rather than by district?

Meaning of Voting Yes/No
A YES vote of this measure means:
A "yes" vote means that all voters in the City will be able to vote to elect all council members.

A NO vote of this measure means:
A "no" vote means that the City will be divided into five districts. Only those voters in each district will be able to run for office and only those voters in the district will be able to vote for the council member from that district.

Impartial Analysis from City Attorney
At the November 1998 incorporation election, two questions were on the ballot, as is required by state law. The first was whether the City should be incorporated and the second was whether the council members should be elected "by district" and not "at large." The voters voted "yes" to both questions; the first "yes" created the City of Oakley and the second "yes" required that council members be elected "by district."

In most California cities, council memebers are elected "at large." For example, if three council members are to be selected at an election, all voters can vote for three candidates. In Oakley, council members are to be elected "by district,"not" "at large." "By district" means that five districts must be formed and only those persons living in a district are eligible to run for Council from that district and only those persons living in the district can vote for one candidate for council member from that district. Electing council members "by district" costs a city more money than electing council members "at large" because the City must draw districts, consistent with state and federal laws, and because the election costs are higher.

Measure B proposes the adoption of an ordinance which would require that Oakley council members be elected "at large" and not "by district."
