Enrique E. Palacios was born on April 4, 1956 in Baltimore, Maryland. During his childhood, he lived in Peru, South America. Enrique and his family moved back to the United States in early 1971. Enrique is the oldest of six brothers. He is the first one in his family to graduate from college and go on to graduate studies. Enrique received a Bachelor of Arts degress in Political and Economic Science from the University of the District of Columbia, and a Master's degree in Public Administration from New York University's Robert Wagner Graduate School of Public Service. He was awarded the Patricia Harris Fellowship while at the Wagner School. Enrique has been working to improve the lives of children for over 13 years. He worked for a not-for-profit organization providing educational and employment services to homeless single mothers and second time youth offenders in the District of Columbia. His advocacy continued in the New York City Board of Education where he managed the budget for the Division of Special Education. For the past eight years, Enrique has been reforming San Francisco public schools.

While living in the District of Columbia, he was a staunch advocate for statehood for the District of Columbia. He was elected to the executive board and headed the elections committee for the Statehood Party of the District of Columbia. Enrique was also elected to the Board of Trustees of the University of the District of Columbia. He served as a Commissioner in the Mayor's Commission on Latino Community Development of the District of Columbia. In addition, Enrique was an active member of the Superintendent's Community Advisory Board, Educational Organization for United Latin Americans and volunteered for the Congressional Hispanic Caucus, Inc.

Currently, Enrique is an active advocate of public education and politically empowering disenfranchised communities. Enrique is the President of the Latino Democratic Club of Alameda County, a Member of the Executive Board of Votantes Unidos, and a Member of the Jewish Community Services of Oakland and Piedmont Executive Board. He is an advisor to Oakland Board of Education Director Dan Siegel and serves in Oakland's Board of Education Measure C Committee, and District Budget Advisory Committee. Enrique volunteers in the Redwood Heights Elementary School PTA, Dad's Club, and School Site Council. During his leisure hours, Enrique coaches soccer to an under 10 all girls team. Enrique is married and has three children, Andrea, 20 years old, Hannah, 8 and Enrique Simon, 3. His wife, Mona Palacios, is Senior Health Planner for La Clinica de la Raza in Oakland.
