1. What are your views regarding the need for public transportation in your community to promote access to employment throughout the region?

Answer from John A. Reder:

The public transportation for daytime employment for most of our citizens is adequate. For our seniors that require employment, additional neighborhood public transportation may be needed. Evening employment public transportation needs improvement

Answer from Betty Tilley:

I support the need for public transportation to promote access to employment. Also to connect suburbs to suburbs and suburbs to the Central business districts.

Answer from Nicholas J. Lascalea:

Some fine tuning perhaps (scheduling). We do have park & ride in force by private owners.

Answer from Kevin M. Rhodes:

Delhi is served by Queen City Metro routes, which terminate in downtown Cincinnati. The service is partially supported by part of the City of Cincinnati's earnings tax, which is paid by almost 80% of Delhi residents. We need new ideas in public transportation. I favor pilot programs with smaller vehicles. The cost of "light rail" appears prohibitive without massive government funding.


2. Would you be in favor of county-wide campaign finance regulations that would provide for public matching funds, limit campaign contributions and provide for more disclosure? State your opinions on these ideas; whether you would support or oppose them.

Answer from Kevin M. Rhodes:

The county does not have law making powers. There is no legal way to adopt "county-wide" campaign finance regulations which would apply to all the county's 12 townships and 36 municipalities. Further, there is no way to provide for "public matching funds" without additional taxes - which I oppose. I favor more disclosure.

Answer from Nicholas J. Lascalea:

I would like more detailed disclosures on the candidates- facts & stats.

Answer from John A. Reder:

I am not in favor of public matching funds. Our citizens are already carrying a huge tax burden without adding another for elected officials use. I am in favor of limiting campaign contributions as well as campaign spending. Folks could then use the sums normally given as campaign contributions for charitable activities. If additional disclosure means additional tax money's being spent on this disclosure, then no, I am not in favor. Otherwise, sure, the more information the better.

Answer from Betty Tilley:

I oppose county-wide campaign finance through public matching funds. I support limiting campaign contributions and I support additional disclosure.


3. What are the benefits/detriments to land use planning prior to zoning decisions?

Answer from John A. Reder:

How do you prepare are for zoning decisions without first understanding why the zoning decisions needs to be made? One does it by planning. In business, in purchasing a home, in personal budgeting, the planning is always done first. The benefit to planning is understanding all of the pitfalls/advantages of zoning changes. The published plan leads to improved community understanding and involvement. With a plan, the zoning board is better equip to make their decision. The detriments are just the opposite.

Answer from Kevin M. Rhodes:

The issue has limited interest in Delhi as we are mostly "built up". So-called "land use planning" requires significant financial support from local governments. Delhi was the first area township to have full local zoning, and among the first to have hillside development regulations. Local control of this important function has helped us control growth in our community. Another layer of government red-tape would not provide a major benefit.

Answer from Betty Tilley:

Land use planning is important to any community. There needs to be a proper balance between residential, commercial and industrial development.

Answer from Nicholas J. Lascalea:

Always need planning for present and future, of a general nature. must be extrememly careful as to specific sites, could jeopardize owner rights and be detrimental to proper growth and development.
