An additional tax for the benefit of the Village Of Glendale, County of Hamilton, Ohio, for the purpose of REPLACING, REFURBISHING AND PROVIDING VILLAGE WIDE SEWER SYSTEMS AND WATER MAINS at a rate not exceeding two and five-tenths (2.5) mills for each one dollar of valuation, which amounts to twenty-five cents ($0.25) for each one hundred dollars of valuation, for five (5) years, commencing in 1999, first due in calendar year 2000.
