Dear Venturans:

Eight years of... CONTINUOUS DEDICATION TO SERVING & IMPROVING OUR COMMUNITY, and constant attendance of, and vigilance at, Ventura City Council, commission, committee, and other board meetings (community councils), has made me VERY KNOWLEDGEABLE about how OUR CITY really works. Few citizens within our community possess the level of in-depth understanding of our City's budgets and finances, planning documents and processes, economy and infrastructure, and our community's shared social goals and ambitions that I now possess. My community spirit and dedication has earned me the euphemistic "title" of Ventura's "8th City Councilmember". I never thought for a minute that I would "win" a seat on the City Council; I always knew you would elect me only if I EARNED the position. My humble ambition this election is to better serve you, and our entire community, by becoming:

If elected to the Ventura City Council, I will endeavor to:

1. LISTEN TO what the public desires OUR COMMUNITY

to be today -- and in the future -- FOR ALL OF US;

2. PROMOTE FISCAL RESPONSIBILITY in governmental

policies (MORE BANG FOR YOUR TAX BUCK!);

3. PURSUE SUSTAINABLE ECONOMIC POLICIES AND PARACTICES

though solid business science, land planning,
education, and creativity to maintain the balance
between good business opportunities, and conserving
our environment and open spaces (Market driven and
progressive, yet RESPONSIVE TO OUR SHARED QUALITY-
OF-LIFE GOALS);

4. HAVE A SAFE COMMUNITY;

5. REPAIR, and MAINTAIN, our city's INFRASTRUCTURE

Primary Focus: Street paving and sidewalk repair;
water and sewer line installation and repair; parks
and public facilities maintenance
(all new projects must be absolutely essential);

6. MAKE STORM WATER RUNOFF POLLUTION MITIGATION

# 1 ENVIRONMENTAL FOCUS;

7. KEEP OUR CITY beaches, streets, air, waterways,

parks, and other public places CLEAN;

8. DEVELOP and FUND more YOUTH and SENIOR PROGRAMS

This includes capital investments to build a
community center, public pools on both ends of
town, and more public parks and bikeways
distributed evenly throughout Ventura;

9. IMPROVE our EDUCATIONAL OPPORTUNITIES &

PUBLIC LIBRARY SYSTEM
This includes provisions for more facilities
(space) and staffing, and the procurement of
current reading materials and technological
enhancements;

10. SUPPORT, and improve, our City's COMPREHENSIVE PLAN;

11. PROVIDE ADEQUATE PUBLIC TRANSPORTATION

for our seniors, the disabled, and all other
citizens' public transportation needs;

12. ENCOURAGE CREATIVITY / CULTURAL AWARENESS

so Ventura stays fun and exciting to live, work, and

EVER DONE FOR ME ?

Well… (Other than representing you at Ventura City Council, commission, committee, board; Ventura County Supervisor, Community College District and LAFCO; California Coastal Commission, State Legislature; and C.S.U., Northridge A.S. meetings)

  • Ensured that the SCHOOL OVERCROWDING issue was adequately dealt with:

1. Brought the issue to the forefront of public debate;
2. Debated effectively for action to be taken;
3. Followed the entire process from start to finish;
4. Ensured that the proposed Comprehensive
Plan Amendment was not the California
Builder Association's version that the
council originally approved, and then sent
to the Planning Commission, but was instead
one that had "teeth" to effectively
mitigate this community problem in the
long-term.

  • Ensured that our children got some of the SKATE PARKS that we adults promised them:

1. Worked with the kids to help them
understand the public process so that they
could represent themselves well, encouraged
them, and helped them to be patient and to
not give up their cause;
2. Worked with John Calkins (the other adult
working with the kids) to make sure that
the City fulfilled the understanding that
they had with the kids;
3. Made sure that funds were indeed allocated
for this capital project, and that the
funds were used.

  • Ensured that the City of Ventura gained more local control over, and was able to improve, our PUBLIC LIBRARY SYSTEM; then, helped to bring the INTERNET to our libraries countywide:

1. Kept up public pressure to solve the
VCLSA's budget and management problems;
2. Worked diligently to make sure that Ventura
attained more local control over its
library tax dollars, and the day-to-day
operations of the libraries located within
the city;
3. Instigated bringing modern, graphic user
interface computers, and true Internet
services, to our public libraries with
David Bianco and the VCLSA's Joint
Electronic Technology Committee (JETCO);
4. Kept up public pressure to bring current
reading materials to our libraries.

  • Kept up the pressure to motivate the City Council to keep PARAMEDICS on our fire engines.

  • Successfully lobbied the City to PAY OFF its $20.9 million in 1986 Certificate of Participation (COP) BOND DEBT to increase the City's cash flows, and its overall bond rating.

  • Kept up the pressure to motivate the City Council to do more REPAVING and MAINTENANCE of our MAIN PUBLIC STREETS than they were originally planning to do, or even budgeting for.

  • Successfully lobbied the City (with two homeowners)to REPAVE the Jamestown Street area RESIDENTIAL NEIGHBORHOODS (This was not even budgeted to be done in the near future!).

  • Kept up the pressure to get City TREES TRIMMED and our SIDEWALKS REPAIRED once again.

  • Successfully protected our five-minute PUBLIC MEETING SPEAKING TIME allowance - twice.

  • Successfully protected our PUBLIC ACCESS to the Council Chamber's MicoSoft Power Point system.

  • Successfully lobbied the City to not put their own PUBLIC TREES in the middle of home-owners private front yards when the City passed its ordinance to narrow our city streets and sidewalks.

  • Successfully lobbied the City to PERMIT BUSINESSES TO PAINT THEIR STOREFRONTS in a way that attracts their clientele (The City wanted all storefronts painted in the same fashion!), and, in general, to be more BUSINESS FRIENDLY to attract more job opportunities and increase the City's overall tax revenues.

  • I HAVE ACCOMPLISHED A GREAT DEAL MORE THAN THESE FEW LISTINGS!

THE CITY OF VENTURA HAS A......

$68 MILLION DEFICIT.........

IN ITS $238 MILLION CAPITAL IMPROVEMENT PROGRAM BUDGET?

HOW DID THIS HAPPEN AND WHEN?

WHERE DID ALL YOUR TAX MONEY GO???

  • It happened because the Ventura Chamber of Commerce took control of City Hall in the November 1991 City Council election.

  • Since 1991, Ventura's City Council budget priorities have been to:

1. CUT the City's Annual Street Maintenance
budget from $5 to $1.8 million (At least
$11 million in basic street maintenance has
been deferred since FY 1992-93!).

NOTE: This is why our city streets are
disintegrating, and weeds are growing out
of them!

2. FORGIVE the entire $5.1 MILLION debt owed
to the City's General Fund in 1992 by
Ventura's Redevelopment Agency (Bringing
the debt balance to "ZERO"!).

NOTE: With interest, this City General
Fund money would be worth $7.53 million
today!

3. ELIMINATE almost all sidewalk repair, tree
trimming and spraying, park building, and
street median and public park maintenance
budget items.

NOTE: Over $5 million worth of basic
maintenance has been deferred
since FY 1992-93!

4. LOAN an additional $19.63 MILLION from the
City's General Fund to the Ventura
Redevelopment Agency.

NOTE: Since June 1992, the RDA has cost
the City's General Fund over $27 MILLION!

5. GIVE $25 MILLION worth of FREE ROADS to the
Ventura Auto Mall property owners for their
unimproved properties in and around the
auto mall.

NOTE: As the unimproved properties in and
around the Ventura Auto Mall
dramatically increase in value as they
are improved for free with your tax
dollars, your property (home) is losing
value since the residential street in
front of your house is not being repaved
at all.

How did the RDA get so deep in debt?

Why was the City's General Fund used to finance this debt with NO repayment in sight?

Many citizens have some misconceptions about the profitability (losses) of the RDA's operations. This may be due to statements made in public by City Councilmembers and staff, and local newspapers. For example, before the June 8, 1999 municipal vote on, and defeat of, the Midtown Corridor Redevelopment Project proposal – Measure A -- the first line of the Sunday, May 16, 1999 L.A. Times, Ventura County, Editorials, "Yes on Measure A" states, "With redevelopment efforts beginning to pay off in Downtown Ventura…" HOGWASH! These types of unfounded and un-researched assertions are very misleading to the taxpaying public.

The Ventura Chamber of Commerce-controlled City Council immediately changed the City's redevelopment policies in the spring of 1992 (taken from: Administrative Report of April 9, 1996, Section I, Financial Policies [pg. 7]; the RDA 1997-98 Annual Financial Report, Fiscal Year Ended June 30, 1998, pages 17, 14, 11, 16; and City investment portfolio data [FYs 1992 to 1997, and 1998-99]):

1.) "GENERAL FUND RESERVE FOR REDEVELOPMENT LOAN POLICY…The City will provide 100% support for the Redevelopment Agency (RDA) "line-of-credit" with General Fund Reserves."

"Current practice…100% General Fund reserve for the RDA line-of-credit has been in place since 1992 – coincident with approval of the Restated and Amended Cooperation Agreement between City and RDA."

"Authorization…Management direction based on Restated and Amended Cooperation Agreement."

"Rationale…Based on past experience (1992) where the City forgave approximately $5.1 Million of RDA debt owed the City (representing 100 % of the Direct debt owed to the City)…Currently the RDA has a loss exposure of approximately $1.5 Million associated with the "Court Place Loan" which could affect the RDA's ability to repay City debt."

"THE PROBLEM":

The significance of General Fund revenue is based upon the fact that the CITY'S GENERAL FUND IS THE PRIMARY REVENUE NEEDED TO PROVIDE FUNDAMENTAL CITY SERVICES AND GOODS, WHICH HAVE NO OTHER MEANS TO BE SELF-SUPPORTING. For example, the General Fund supports basic City operations such as: police, fire, street maintenance, parks maintenance, planning, engineering, personnel services, accounting, purchasing, etc...

RDA HAS COST TAXPAYERS OVER $34.5 MILLION – WITH ONLY $7.4 MILLION PAID BACK SINCE 1966!

The General Fund is PUBLIC MONEY - NOT A PRIVATE BANK ACCOUNT!!!

WHAT COULD WE HAVE BOUGHT IN PUBLIC GOODS & SERVICES WITH $27,161,626?

  • EVERY public city street would now be repaired and well maintained;

  • EVERY public residential sidewalk would now be repaired and well maintained;

  • EVERY public tree would now be trimmed and well maintained;

  • A BRAND NEW senior / youth community center would have already been built for the public;

  • 25 NEW ACRES of public soccer and softball fields would have already been built and maintained;

  • BRAND NEW library books for all three city public libraries would have already been purchased;

  • AND, WE would have properly paid police and firefighters without the need for federal grants!?!?!

???..................WHAT DID WE GET INSTEAD???................???

More Corporate Welfare, More Debt, and Budget Deficits!!!

  • AN EMPTY Downtown "Court Place" BUILDING that was financed & refinanced at taxpayer expense;

  • Downtown SIDEWALKS AT TRIPLE the installation COST of any other sidewalks in town;

  • Downtown PALM TREES AT TRIPLE their usual market COST (Plus the fichus tree removal cost);

  • A VONS SHOPPING CENTER (All $5 million owed for the project's costs were "forgiven" in 1992);

  • A CENTURY MOVIE THEATER (Complete with cracked foundation, bad seats, and empty storefronts);

  • A Downtown PARKING GARAGE originally estimated at $1.9 million FOR a $4.8 Million final cost;

  • LOTS OF EXPENSIVE OUTSIDE CONSULTING AND CITY STAFF TIME COSTS AND EXPENSES!!!
