Chairman, South Bayside System Authority (SBSA), the Joint Powers Authority that treats sewage from West Bay Sanitary District, Redwood City, San Carlos and Belmont. SBSA received four "Operator of the Year" citations in the past 10 years and SBSA was named "California Large Treatment Plant of the Year" in 1996. SBSA continues to have an outstanding record in protecting San Francisco Bay water quality and in planning for re-cycled water use in Redwood Shores. I initiated the SBSA seismic retrofit program. West Bay Sanitary District (WBSD) was selected "Santa Clara County CWEA Collection Agency of the Year" in 1997. The incumbents successfully prosecuted a dishonest manager who now in jail. Recovered over 95% of the cost to the District.
