Terence has helped alter social perception of crime in two ways: by attacking violent crime and developing alternavtive programs for non-violent offenders.
Violent Crime- His many innovations include the creation of a new criminal division that focuses on all crimes of ciolence against women, children, the elderly and intimate partners. He has increased prosecution and dedication of resources to domestic violence and other crimes against women. He also implemented "Vertical Prosecution" which provides comprehensive handling by a single prosecutor of every aspect of the case. He also increased the early and aggressive prosecution procedures for hate crimes, all domestic violence cases, elder abuse, child abuse and sexual assault cases that were once lost in legal bureaucracy.

Non-Violent Crime- DA Hallinan has sought treatment and educational alternatives for nonviolent offenders, especially drug offenders, rather than perpetuating a War on Drugs that incarcerates large numbers of people. He is the first DA to establish Drug Mentor Court in an effort to help young offenders improve themselves by attending college or obtaining GED and remaining crime free.
