Jim Thor is strongly opposed to the proposed Airport at El Toro. Our areas interests need to be protected, and our residents need to have a voice in these decisions. To high light this opposition Jim and others on the current board of the Rancho Santa Margarita Civic Council have joined ETRPA (El Toro Re-use Planning Authority) and will encourage the NEW City Council to do the same. Jim continues to support the "Safe and Healthy Communities" initiative.

Through revenue neutrality negotiations with the County of Orange, a budget that will allow the new City Council to provide municipal services has been created. Jim's immediate goal is the increase of local law enforcement. Additional goals include, hiring a city staff, establishment of a city hall, and the coordination of city services. Jim intendes that these tasks be accomplished as efficiently and frugally as possible.

Land use issues are Jim Thor's driving interest, as evidenced by his current position of Director of the Planning Advisory Committee. Recently, Jim spearheaded the effort for the planning and approval of the future Tijeras Creek Elementary School and the adjacent park and ball fields. Jim was also a key figure in the development of a new traffic signal to provide safe access within the community. Jim's work on the Economic Development Committee has helped to secure land for the InterGenerational community center. Jim intends to continue to promote the best land uses within our community, those that will enrich our City's environment and life style.
