"My main concerns are to improve government services to the people. If a citizen has business at the courthouse, parking becomes the first problem. Government offices, including mayor, finance director and legal offices, all should be moved out of the courthouse and citizens should have free access to parking. Some already have moved; the rest need to also.

"The courthouse should be for the courts.

"The big jails should be used to house the hardened criminals. The sheriff should be given money to employ qualified jail personnel to run the jails.

"Chemically dependent, alcoholic and drug addicts should be housed in a dormitory-type jail, with daily work-crew jobs and drug-treatment sessions at night. New jails may be needed, but they would be less expensive than the big Alcatraz-type jails on the drawing board.

"Money saved could be used to employ more police officers, firefighters and teachers and to build more police substations, fire halls and classrooms."
