PRESIDING JUSTICE, COURT OF APPEAL FOURTH APPELLATE DISTRICT, DIVISION ONE

Originally from Washington State; Californian since 1956;

Graduated from Stanford University, A.B. Political Science l960. Two years as Stanford's debate team captain;

Stanford University School of Law LLB, l963;

Joined the Office of California Attorney General after graduation and served in the San Francisco, Sacramento and (from l972 to l983) San Diego offices. Served under 5 attorneys general, both Republican and Democratic. Was Assistant Attorney General in charge of the San Diego office criminal division from l972 to l983 and Chief Assistant Attorney General in statewide charge of the criminal division in l983;

Appointed to the San Diego County Superior Court by Governor Deukmejian in July l983 serving in civil and criminal trials, civil and criminal law and motion, juvenile court and criminal readiness;

Appointed to the Court of Appeal as Presiding Justice of the Fourth Appellate District, Division One by Governor Deukmejian in July l985;

Administrative Presiding Justice for the entire Fourth District, 1988 to present. Appointed by Chief Justice Lucas and reappointed by Chief Justice George. The Fourth Appellate District consists of San Diego, Imperial, San Bernardino, Riverside, Orange and Inyo Counties. The Administrative Presiding Justice handles administrative and budget matters affecting the District and with 5 other administrative presiding justices, advises the Chief Justice of California regarding matters affecting the appellate courts;

Served as Chair of the Judicial Council's Committee on Criminal Trial Delay Reduction 1990-1991. That committee drafted rules and legislation which revised Grand Jury procedure in California and began a study of decriminalizing traffic and other minor offenses;

Appointed to the Judicial Council in October 1991 for a three year term. During this term, the Judicial Council, which is the policy making governing body for California's courts, conducted a study of the future of California courts and was itself substantially reorganized;

Chair of Library Technology Committee for the Courts of Appeal and Supreme Court, 1992-93. That committee negotiated a state wide electronic legal research contract which lowered costs to the courts by 70%;

Member of the Judicial Council Rules and Forms Committee 1992-1993, Chair of the Committee, 1994. The Rules and Forms Committee oversees the development of all the rules of court and standards of judicial administration governing the trial and appellate courts;

Co-Chair of the Judicial Council Court Technology Committee, 1994. Following a year long study, the Court Technology Committee produced a blueprint for the future development and coordination of communication and information technology in California's courts;

Current Chair of the Task Force on Court Facilities, a body created by the Legislature and charged with evaluating every courthouse in California and recommending steps necessary to bring deficient sites up to acceptable standards;

Active in judicial and legal education involving programs presented for the California Judges' Association, California Center for Judicial Education and Research, San Diego's law schools and a variety of bar groups;

Newsreader for public radio reading service;

Honorary Doctor of Jurisprudence, Western State University School of Law; Legal Services Award, California Western School of Law;

Married to the former Kathryn Leslie since 1964. Two grown sons.
