Maintining a strong financial position while making necessary infrastructure upgrades to our water storage capacity and sewer and water lines.
The City is currently in a financially strong and stable condition. We have reserves that are fully funded and a special reserve for economic stabilization. We rely heavily, as do most municipalities, on sales tax revenue. These revenues are volatile. In an economic downturn they decrease while services they fund continue. This reserve sets aside a percentage of those revenues to be used should our sales tax revenue decline appreciably. This reserve was instituted during my prior council term and I wholeheartedly support it.

The infrastructure of the City is old and aging. In addition to our annual Capital Improvement projects we need to increase our water storage capacity and rebuild miles of sewer and water lines. We only have one dayıs worth of potable water storage capacity and need to add at least one more storage facility at a cost of millions of dollars. Our sewer and water lines are needing increasing maintenance and are very old. This project, too, will cost millions of dollars. I suggest we use the annual carryover funds from the prior yearıs budget to begin funding these projects. This yearıs carryover may be six million dollars which would be a good start to funding these very expensive and vital projects.
