Judy Franco will work to preserve the best of the past, make wise choices in the present and plan for the future educational needs of all students.
Judy Franco believes that parent, teacher, student and community involvement are critical in the decision making process. She is committed to listening to and valuing this input. Judy values input from the Citizen's Budget Advisory Committee and the Audit Committee and works to use this information effectively in the budget process.

The district is on the road to successful fiscal and staff restructuring. Judy believes that we must continue our district-designed system of financial accountability and a budget process which provides the resources to provide our students with classroom materials that are current and aligned with rigerous new state requirements, upgrade technology and enhance the fine and performing arts programs.

Judy believes that quality assessment and accountability for all students, teachers and administrators must be a priority so that students can excel and succeed. She knows that it is critical that we address the specific academic needs of the students at each individual school site.

A Daily Pilot Editorial stated, "She's bright. She's knowledgeable. And she's often the voice of reason when the board drifts off in extremes." (July 23, 1998)
