Shall the City of Ridgecrest be authorized to levy a General Tax at the rate of 2% on utility sales to retail customers for a term of two years?
Impartial Analysis
The law requires the city attorney to provide the following impartial ballot analysis.

If Measure "K" is approved by a majority of those voting at the election, the City of Ridgecrest may levy a 2% tax on water, electricity, natural gas and telephone utility bills.

Arguments For Measure K
The City of Ridgecrest has had an employee reduction of approximately 52% since 1991 due to dramatic reductions in general fund revenues during that same time period.

The substantial part of the City's revenue is based on population. It is predicted that the year 2000 census will lead into further reduction in City revenue from specific sources.

To provide the same level of City service while awaiting economic recovery, additional revenues must be generated in order to not cut service programs.

The proposed 2% utility user tax, Measure "K", would generate approximately $400,000 per year for a period of 2 years. Based on consumption and usage an average household could be affected by up to $4.00 per month.
