Shall the Bear Valley Community Services District be authorized to exercise its powers for the following purpose: To contract with the United States Postal Service for mail delivery services to the District and its inhabitants, including but limited to leasing space in any public building to the United States Postal Service, a nonprofit corporation, or a private entity for mail delivery and packaging?
Impartial Analysis from County Counsel
A "yes" vote by a majority of voters voting on this measure will authorize the Board of Directors of the Bear Valley Community Services District ("District") to contract with the United States Postal Service ("Postal Service") so that the District may provide mail delivery services to District residents. The District may either provide the mail delivery services directly through its own employees or sub-contract the services to a private party.

Currently, mail delivery is provided by the Postal Service, which contracts with private carriers for delivery of mail to District residents. The District has no authority over the private carriers and the Board has received complaints from residents about the quality of the mail service. Recently enacted legislation permits the District to provide mail delivery services itself by contract with the Postal Service and to lease space to the Postal Service or a private entity for mail delivery and packaging services. This new legislation specifies that the contract between the District and the Postal Service is subject to voter approval. If this measure is not approved, the District must terminate its contract with the Postal Service as soon as reasonably possible.
