As the People's Advocate, Tom is an advocate of tax fairness and equal treatment and representation for all individuals and taxpayers. When elected, Tom will implement programs to extend excellent customer service to the taxpayers of California. He will strive for tax simplification to help the nearly one million small businesses in the state who collect and remit taxes to the Board.

As a Board Member, Tom will advocate legislation to impose a gambling tax on card rooms and casinos in the state, and convince Legislature to commission the Board as the most efficient and capable state agency to administer the gambling tax program by creating a Gaming Tax Department within the Board. Imposition of a gambling tax would recoup millions of tax dollars that are lost to these gambling establishments and flow out of California's economy. Tom wants to bring back these displaced tax revenues back to California.
