Dale F. Ogden

I am an independent insurance consultant and an actuary with credentials in property & casualty and life & health insurance. Among my hundreds of clients over the past twenty years, I have provided professional services regarding insurance regulation and virtually every type of personal and commercial insurance. I have consulted with state insurance departments. I planned and implemented the rehabilitations and liquidations of several financially troubled insurance companies without any of the policyholders of those companies ever losing a single penny. I have consulted with agencies of the federal government and the executive and legislative branches of state governments to improve insurance regulation by drafting and implementing laws and regulations that promote the free market.

I have the knowledge and independence, and more importantly, the desire, to do the job that needs to be done to restore competence and integrity to the insurance regulatory process in California. I am not a professional politician and, if elected, I absolutely guarantee that I will never seek another public office. It is only the dismal state of insurance regulation in California that has motivated me to run for this office.

Professional History

Dale F. Ogden has had twenty-three years of insurance-related experience and since 1980, has provided consulting services to a variety of insurance and reinsurance companies, regulators, self-insureds, government entities, individuals, and owners and potential owners of property and casualty insurance and reinsurance companies. He has provided consulting services in virtually every product area of property and casualty insurance, including traditional and finite reinsurance, excess and surplus lines, general liability, workers compensation, private passenger and commercial automobile liability and physical damage, marine, aviation, commercial multiple peril, homeowners, professional liability, products liability, directors and officers liability, title insurance, fidelity and surety. He has provided assistance in designing, funding, and reserving for self-insured programs involving workers compensation, general liability, products liability, professional liability, automobile liability, and many other types of exposures.

He provided technical assistance to the Federal Emergency Management Agency in its evaluation of proposed legislation that would establish a government-sponsored Natural Disaster Reinsurance Fund and, on two occasions, assisted the Hawaii State Legislative Auditors with an evaluation of the property and casualty rate filing review procedures of the Insurance Division of the Hawaii Department of Commerce and Consumer Affairs, and with an evaluation of its property and casualty rating laws and regulations.

Prior to re-establishing his firm in 1994, Mr. Ogden spent three years in the Los Angeles Office of KPMG Peat Marwick, where he provided casualty actuarial services, primarily for clients located in the western region of the United States and Hawaii. Prior to joining KPMG in 1991, he had been self-employed for four years providing similar consulting services as Dale F. Ogden & Associates. Before founding his firm, he was Executive Vice President and Chief Operating Officer of Kramer Capital Consultants, Inc. (“KCC”). His work at KCC included providing casualty actuarial services, strategic planning, underwriting and claims reviews, operational audits, due diligence, and merger and acquisition studies. He designed and helped implement corporate reorganizations, voluntary and involuntary rehabilitation and liquidation plans, reinsurance treaty audit and commutation programs, and claim expense control programs. He also assisted clients in negotiations with reinsurers, banks, potential investors, and regulators. During that period, he was also President and Chief Executive Officer of Kramer Risk Services (“KRS”), a subsidiary of KCC organized under his direction to provide long-term, cost-effective claims, risk management, and loss control services to liquidators, captive insurers, risk retention groups, and self-insureds. He was responsible for organizing, staffing, and supervising virtually all of KCC’s and KRS’s assignments. During his tenure at KCC, he also served as an officer and director of Kramer Capital Consultants, Kramer Capital Managers, KCP Holding Company, National American Insurance Company of California, and Kramer Risk Services, and was a General Partner of Kramer Capital Partners, LP.

He was appointed Chief Executive Officer of the National American Insurance Companies, a $120 million (1985 premium) group of four insurance companies, during their reorganization and voluntary withdrawal from underwriting. He designed the reorganization plan and worked to obtain the necessary approvals from insurance regulators in several states, and frequently dealt with policyholders, agents, reinsurers, reinsurance brokers, and attorneys to effect a orderly and cost-effective withdrawal. He reorganized the companies’ operations, consolidated all remaining run-off business and all operations into one company, and assisted the Companies’ ultimate parent, H. F. Ahmanson & Co., with the sales of its two widely-licensed shells to non-related parties and of the remaining operating entity, National American Insurance Company of California, to an affiliate of KCC.

Prior to joining KCC, Mr. Ogden was a Manager in the New York Office of Peat, Marwick, Mitchell & Co. (now KPMG Peat Marwick LLP), where he provided casualty actuarial consulting services and assisted with the audits of insurance and reinsurance companies and self-insured entities. Prior to joining Peat Marwick, he was Chief Actuary for the Maryland Automobile Insurance Fund, where his responsibilities included rate revision, loss and loss expense reserve analysis, and the design and implementation of statistical systems and management reports. Prior positions in the insurance industry included field underwriting and claims investigations and life insurance sales. His insurance experience began while still in college with part-time and summer work as a field representative for Equifax Services, Inc., in Baltimore.

Education

Mr. Ogden received a Bachelor of Arts degree in mathematics from Towson State University, where he has served as a director of the Alumni Association. He did postgraduate work in actuarial science at Loyola College of Baltimore, and has completed actuarial, insurance, and management-related courses at the College of Insurance and other institutions. He continues his professional education as a participant and frequent speaker at professional and industry seminars and workshops. He has been an instructor for actuarial, accounting, and CPCU courses, and has testified as an expert before courts of law, state insurance departments, and state legislative committees. Dale F. Ogden is an Associate of the Casualty Actuarial Society, where he serves as a member of the Subcommittee on Financial Reinsurance, and an Associate of the Society of Actuaries. He is also a Member of the American Academy of Actuaries, where he has served as a member of the Committee on Property and Liability Issues. He is a member of the United States Section of the International Actuarial Association ("IAA") and ASTIN, the IAA’s section for actuarial studies in non-life insurance and risk theory. He is listed in Who's Who in the West and Who's Who in Insurance.
