Why I am running for office

Create a Quality Control Committee in Assembly to review the state Constitution ascertaining that all parts had laws to implement them; also to repeal obsolete laws and end obsolete commissions.
I believe the major function of the California State Legislature is to enact laws implementing the state Constitution. I would establish for the first time in the state Assembly a Quality Control Committee. It would be the duty of this committee to see to it that every part of the California Constitution had laws on the books implementing that part.

The Legislature has fallen down miserably in this task in the past. The people of this state have changed their constitution several times, and the legislature has done nothing to implement these changes into law. They leave it up to the Governor, or the courts, to implement the will of the people, but rarely take it unto themselves to do so.

There are still many laws on the books that are in conflict with the Constitution or are simply outmoded. I believe that a Quality Control Committee, charged with the task of making sure that obsolete laws are proposed to the Legislature for repeal, and proposing needed implementation laws to the proper committee for investigation and for the preparation of new laws implementing the California Constitution, is necessary.

Many of the Commissions and commissioners created by Legislatures of the past, appointed by Governors of the past and still holding their positions, are obsolete. It would be the duty of the Quality Control Committee to investigate these obsolete vestiges of big government and recommend to the Legislature as a whole that they be abolished.

American industry has imposed Quality Control on itself for years. A vote for me, Jeffrey Laing, is your opportunity to put Quality back in government.
