Fred Clayton, is a graduate of the College of William and Mary, Williamsburg, Virginia, 1961 with a B.A. Degree in Government.

During the Viet Nam war he was a commercial pilot with the Flying Tigers Line under contract ot the U.S. Defense Department flying military cargo. Later, he flew 13 years for United Airlines. During those same years he successfully operated Clayton Development Co. Inc. and constructed several hundred living units as well as industrial and commercial developments in San Diego County.

Mr. Clayton served two terms on the San Diego County Assessment Appeals Property Tax Board which is the county Board of Equalization for property taxes. He also served as a founding Director and Vice Chairman of Rancho Vista National Bank for 10 years.

Mr. Clayton has been active in the local community and has served as President of the Session of Grace Presbyterian Church, the Board of Director of the Optimist Club of Vista and as Chariman of the San Diego County Tax Appeal Board. He has been married to Dolores for 34 years and they have two children, Anthony age 30 and Gina age 26.

He was sustaining fund drive chairman for the Santa Margarita YMCA for two consecutive years. As president of Grace Presbyterian Church, he led a $600,000.00 fund drive to build a new all purpose school, auditorium and gymnasium building. He then served one year as the volunteer project manager.

Mr. Clayton has been active in politics as a volunteer for many years. He served on the speaker's bureau for President Reagan's Grace Commission report on Government Waste in 1985 and has spoken to service clubs on the "National Banking Crisis" as well as serving as the 1994 San Diego County Co-Chariman for the "Three Strikes and Your Out" anti crime proposition in 1994. As a long time supporter of public education, he conducted a public speaking campaign against vouchers and proposition 174 in 1992.
