Jeff summarizes several of the many issues that affect the Assessor's office.

What issues are most important to you?

1) The backlog of taxpayer appeals. These 36,000 appeals could easily have been avoided by a) fairly assessing property owners. b) applying for state assistance (AB818, 44 counties have applied, received and utilized funds). c) negotiating disputed values prior to assessment appeals hearings. d) Listening to input offered from other county agencies and county staff.

This backlog must be immediately addressed. The Assessor's office has the power to assist the Clerk of the Board.

2) There is a lack of cooperation between the Assessor's Office and county or city leaders. The Assessor must keep county staff and city leaders updated and informed on a regular basis. There is currently no communication between these offices, and no team approach to these problems. The current management attempts to run autocratically.

3) We must apply for the $6.8 million in AB818 funds lost to other counties that should have been directed to Orange County. This will help Orange County become more efficient with updated systems, allowing homeowners to be assessed fairly and speed up the appeals process.

4) Coordination with the Emergency Management to quickly re-assess affected property owners of natural disasters. All county offices need quick and updated access to county Assessor files. This data is used to help the County receive State and Federal disaster aid funds and must be accurate. Currently there is no provision for such access either due to lack of cooperation or lack of technology. AB818 funding can help the county become more efficient and must be utilized.
