Candidate for Public Administrator

Political Philosophy:

Henry Clay, 1829: "Government is a trust, and the officers of the government are trustees; and both are created for the benefit of the people."

Top Three Priorities if Elected:

#1. Prepare and implement a Management Action Plan (MAP) with strategic initiatives that can remedy the Public Administrator's continual budget deficit. The primary objective would be to reduce costs and increase revenues in order to eliminate the current $700,000 budget shortfall. The overall goal would be to eventually make the Public Administrator's office self-sufficient again. The MAP approach would: initiate private sector methods and practices and/or contract out specific services as a means of achieving cost savings; aggressively perform legislative advocacy to obtain the County's fair share of State and Federal resources and entitlements to local government; and, determine and utilize advanced technologies and mechanization to perform and provide services in a more efficient and cost effective manner.

#2. Conduct a thorough and complete fiscal and management audit of the Public Administrator's office. Take action to make organizational improvements and resolve problems or deficiencies noted in audit findings. Especially important would be an accounting of all client assets handled by the Public Administrator and a thorough review of investments made by the Public Administrator to determine the rate of return on those investments.

#3. Implement Total Quality Management and establish 360 degree feedback program on the performance of all supervisors and managers. Re-establish staff development and professional training. Create a quality assurance review team empowered to enhance "customer services" with an emphasis on " value added" service to the public.
