Our San Mateo County Community College District has implemented a SMART course registration system that could be better utilized for matching precious SMCCCD resources with faculty and students. Right now, enrollment with the SMART system is for limited time periods only. This not only discourages use by a number of students, it misses a major opportunity for more efficient allocation of scarce resources for faculty, students, employers, workfare. Example: the avionics program was shut down, (and equipment thrown out), according to an incumbent, because United Airlines moved its maintenance to Salt Lake City. Yet local airline companies are writing the Board and minutes for trained employees. If SMART were open a year or more ahead, the SMCCCD would have a better idea which courses are in demand and which faculty and materials will be needed. The result would be better planning for all, with fewer students having to wait a year or more to get into crowded courses, and a dropout rate lower than 40% for students forced to take a course they really didn't need or want. This freer market approach to education is being used by competitors to deliver a better educational product (Hooked on Phonics & the Math Game). Let's do a better job for people, our most important product.
