                  Statement of KAYVAN NAVAI, Candidate for
                        City Council Member, Seat 1
   Occupation: Business Owner
   Education and Qualifications:
   
   As a resident of Sunnyvale I enjoy the benefits of being a member of
   our community. As a business owner I understand the principle of sound
   budgeting. I make tough decisions every day to keep my business
   operating in the black. I want to assure that we do not fowl up our
   future. I want to use my energy to face the problems which confront
   us. I am not ready to retire.
   
   We are at a crossroads. We have a new City Manager. There will be new
   faces on the Council. We are becoming more diverse. As noted in the
   budget message we need to enhance our business posture to assure new
   revenue sources. While we live in a safe community we must protect our
   children and families from the threat of drugs and gangs. We must look
   ahead and address the "Quality of Life," in our community. We need to
   address congestion as it relates to our environment.
   
   I propose that we look at tax incentives to draw new businesses. This
   will provide us with a stable business environment and tax base.
   
   Additionally I propose that we investigate the possibility of tax
   incentive zones. This would reward areas of our city for their
   contributions. The businesses and residents could use the savings to
   reinvest in our community by expanding their businesses, homes, or
   earmarking their savings to fund services to assist seniors and youth.
   
   We are nearing a crossroads with Moffett Field. The citizens have
   twice expressed displeasure with the idea of expanding air field
   operations. As the clock ticks the possibility of expanded operations
   creeps closer. We can not afford to have our local control slip into
   the hands of San Jose.
   
   Finally, I propose that we work closely with local employers to
   promote business cycles which assist in smoothing out commute hours.
   This will ease congestion on our streets and enhance our environment.
   Sunnyvale has been honored with the distinction of being the fifth
   safest City in America. But we are not among the the most desirable
   cities in which to live. I want to make Sunnyvale not only safe, but
   one of the most desirable cities.
   
   I pledge not to disappear after the election only to return the next
   time I want your vote. Together we will take Sunnyvale into the twenty
   first century. I ask for your support and vote for seat #1 November 4,
   1997.
