Political Philosophy for John P. Carcione

The Sanitary District has had a tumultuous year. The District Manager has been indicted on 36 criminal counts by the District Attorney of the County of San Mateo. The charges involve theft, bribery, and embezzlement. Unquestionably, the manager had taken thousands, if not millions, of dollars. Additionally, bid after bid had been awarded to the same contractor by that manager, yet the collustion that existed between that manager and that idder was apparently not even suspected by the present board. It appears that the theft and the collusive bidding had been going on for years and years.

The Board of Directors' response to this crisis has itself not been without controversy. Indeed, a local paper, the Country Almanac, has criticized the Directors' response in an editorial entitled, "Sanitary District on Wrong Track". Included in its response was the appointment of one of the $100 per meeting elected directors to the $90,000 a year jo vacated y the indicted (but pensioned) manager. There was no advertisement for the position. No one was considered outside the District. Finally, as if to add insult to injury, the vacant position on the Board created by this sudden new appointment to the manager job was made months after the indictments had een handed down and, therefore, too late for the board position to be filled y the electorate in this election. The newly opened board seat will be filled by appointment from this same Board AFTER this election.

    The lack of responsiveness to the public is not only demonstrable from an analysis of the recent roblems the Board has had. A citizen requesting information from the Sanitary District as to what its mission and duties are receives a glossy brochure... but, that was printed in 1986!! Further, unlike other Districts that service our community, there is no web site for the West Bbay Sanitary District. There simply is no attempt to reach out, communicate, let alone respond, to the public whose money the District spends.

    John Carcione, a lifetime Menlo Park resident is a twenty-two year old paralegal / law student who graduated with honors from Georgetown University's School of Foreign Service with a degree in International Politics. His passion has always been community service, as his degree and his family's community interest background would indicate. He grew up with his grandfather's consumer-oriented "Greengrocer" television show, which combined service and truth.
