Dave and his wife Kathy have lived in Foster City since 1973. Four of their children attended elementary schools in San Mateo and Foster City as well as San Mateo High School.

Dave refers to himself as the "Junior-Senior" member of the City Council having served the shortest amount of time on the present council (almost two years), yet he has been a Foster City Councilman longer than any other member of the current City Council (almost nine years).

Dave first entered Foster City politics as one of the five original citizens who started the recall movement in 1976. Dave was also the Chairman of the Citizens for Recall committee. Following the recall election, Dave held the first (and only) citywide political convention to pick candidates for the City Council. Dave, Peter Gilbert and Gil Zimmerman were selected by the convention to run for the recalled council seats. In 1980, Dave was reelected to a full four-year term, and then retired in 1984 after serving one term as Mayor and one term as Vice-Mayor.

In January of 1996 Dave was unanimously appointed by the City Council to fill the unexpired term of former Mayor Peter Yee.
