As City Treasurer of this City, I have worked to continue a sound investment
philosophy that has produced a high level of return while guaranteeing maximum
protection of your public dollars.

It has been my practice to base investment of municipal funds on prudent and
proven principles of safety, liquidity, and yield which have produced strong
results for our City.

Investment instruments used have included certificates of deposit, the
California Local Agency Investment Fund, prime commercial paper of the highest
rating, bankers' acceptances, collateralized repurchase agreements, the San
Mateo County Pool, and U.S. government agencies.

As your Treasurer, I have never nor will I ever gamble with your tax dollars! I
thank you for your past confidence and ask for your endorsement on November
4th.
