"Shall Section 911 of the City Charter be amended to rename the Recreation and
Parks Commission as the Parks and Recreation Commission and to clarify and
establish the duties of such Commission?"

CITY ATTORNEY'S IMPARTIAL ANALYSIS OF MEASURE F


City Charter Section 911 currently describes the powers and duties of the City
Recreation and Parks Commission. This measure amends this section of the City
Charter so that the Commission is renamed the Parks and Recreation Commission.
This measure further amends this section to revise the Commission's powers and
duties to require the Commission to review the City's capital improvement
budget and formulate recommendations to the City Administrator and the City
Council. This measure further makes minor revisions in the Commission's duties
regarding parks and recreation facilities and programs, clarifies its duties to
include the administration of the City's street tree program and clarifies its
duties with regard to advising the City Council and the City Administrator with
respect to offers of donations of money, personal property or real estate for
parks and recreation purposes.

ARGUMENT IN FAVOR OF MEASURE F



Charter Amendment


This proposed amendment to City Charter Section 911 will update and clarify the
duties and responsibilities of the Parks and Recreation Commission. This
amendment authorizes the Parks and Recreation Commission to:

 

1)review and make recommendations on the annual capital improvement budget for
parks and recreation facilities,

 

2)formulate and recommend policies for the acquisition and improvement of all
parks and recreation facilities, and

 

3)administer the street tree program.


This amendment also makes the responsibilities of the Parks and Recreation
Commission consistent with the other City commissions. To aid in the Charter
"cleanup", the City Council recommends you pass Measure F.
